Unique landmark library planned in Worcester

A £60m project to draw together Worcester's city centre public library, history centre, record office and the university library has been unveiled.

The joint Private Finance Initiative (PFI) project between Worcestershire County Council, the University of Worcester with support from the regional development agency Advantage West Midlands and Worcester City Council is believed to be the first of its kind in Europe.

The Library and History Centre aims to be carbon neutral and the building will be naturally ventilated and heated using biomass boilers, using water from the River Severn to provide additional cooling to create a low energy healthy environment.

Worcester libraryCouncillor Stephen Clee of Worcestershire County Council said: "The Library and History Centre will be a building that stands out for years to come. It's the use of sustainable materials and systems that mark it out as a building that is sure to win awards."

Responsibilities transfer

From 1st October 2011, this site will not be updated, so please treat it as the static archive it is. This is because <a target="_Blank" href="http://www.artscouncil.org.uk/">Arts Council England</a> has now taken over museums and libraries responsibilities. <a target="_blank" href="http://www.nationalarchives.gov.uk/">The National Archives</a> has assumed responsibility for strategic leadership of the Archives sector. Arts Council responsibilities will also now include the Renaissance programme, Museum Accreditation, and Library Development, together with cultural property services such as Export Licensing and the Acceptance in Lieu scheme. The National Archives has assumed responsibility for providing strategic leadership to the archives sector and advising government on its development. The MLA is now winding down, with a skeleton staff remaining until May 2012 to complete the management of existing Renaissance contracts, complete outstanding financial and contractual arrangements and prepare for the appointment of a liquidator.
