The new Wharton library is set to become a focal point for community activities thanks to a £1.5m Big Lottery Fund grant.
As well as traditional public library facilities such as books, reference sources and internet access, the building contains an ICT suite, social area, a large community hall, two meeting rooms and an interview room.
A total of 58 libraries across England will receive a share of £80m, as part of the Community Libraries programme, thanks to a joint partnership between the Fund and the MLA.
Children from Willow Wood community primary school were involved in the design of the building and a class from the school attended the opening ceremony.
Activities for children at the library include a Rhyme Time for toddlers and a pizza night for seven to 17 year olds to find out more about fishing. There will also be an oral history project to allow people to put their memories on record.
Previously the old library and the community hall were in separate buildings on the same site.
Councillor Richard Short, Cheshire West and Chester Council's culture and recreation executive member said: "Those buildings were well used, however the links between this new library and the local community will be even stronger now."
