The Museums, Libraries and Archives Council (MLA) works with the sector, and with national and local government so that museums, libraries and archives can fulfil their potential.
Our improvement and performance management resources have been developed within the context of the National Improvement and Efficiency Strategy which sets out how central and local government will support the local partnerships delivering outcomes for communities A Passion for Excellence: An improvement strategy for culture and sport (PDF 1.3MB) sets out the framework for improvement in the culture and sport sector and The 2007 Local Government and Public Involvement in Health Act which has put in place a national performance framework for local government based on outcomes, moving away from the Comprehensive Performance Assessment (CPA) service-based approach.
