External Policy Responses 2005

November

The framework for Comprehensive Performance Assessment of district councils from 2006

MLA Response on Comprehensive Performance Assessment for district councils (Word 78KB) format: doc

MLA has published its response to the Audit Commission's consultation document on Comprehensive Performance Assessment of district councils from 2006 onwards.

The Heritage Lottery Fund and MLA Sector Needs Assessments

In April 2005 the Heritage Lottery Fund invited MLA to submit a first stage assessment of the future needs and priorities of museums, libraries and archives in England as part of HLF's preparation for its third Strategic Plan (SP3) 2008-2013. MLA held a stakeholder workshop and prepared two documents in partnership with our regional MLA councils - an assessment of 'Heritage needs and priorities'; and a response to HLF on strategic priorities for the sector.

HLF asked each heritage sector to provide an overview of existing information and address in particular the following key areas:

  • What are the current strategic priorities for the sector?
  • Which organisations are responsible for these priorities?
  • What can the sector fund for itself?
  • What other funding is available?
  • What role can HLF best play in meeting the strategic priorities?

MLA response to HLF on strategic priorities for the sector (Word 41KB) format: doc

Until the end of February 2006 HLF is undertaking a pre-consultation on its future plans and priorities to inform the development of its third Strategic Plan. This is an early opportunity for heritage partners and others to comment on HLF's plans in the light of the future funding climate, new opportunities and identified needs. You can read HLF's consultation document and respond online from the end of November at http://www.hlf.org.uk/future .

At the same time the Government is consulting on the future shares and policy directions for the heritage, arts and film and sports good causes. The outcome could affect the amount of funding available for heritage for a decade to come. The Government will announce its decision on whether each good cause continues to receive the same share of Lottery income, as now (currently one-sixth), or a greater or smaller share in summer 2006.
