One approach which can be incorporated in service re-design is the handing over of buildings and/or services to the public to management or ownership. This approach should only be implemented where it is appropriate for achieving a high-quality service which meets community needs. The priority should be high quality, accessible services which deliver positive outcomes and encourage regular participation.
The benefits of community management and ownership include:
- a strong sense of community ownership. The community take responsibility for the prosperity of the service and ensure that it thrives;
- connection with and understanding of what local people want and routes into the community to enable better outreach and tailoring of services; and
- some of the work load is taken from the local authority and some cost savings occur.
Community management and ownership should not simply be seen as a way of saving money. Good community management and ownership will require capacity building and support if it is to succeed.
It is also important to ensure that there is accountability and transparency in terms of the way that the service is planned and delivered. How will you ensure that everyone feels able to influence local services?
Community Managed Libraries
The MLA was commissioned by DCMS in March 2011 to work with local authorities to explore the different models of community managed libraries both developed and in development in England and to produce a review signposting some of the different approaches possible, and the benefits and issues involved. This document, published here, is intended to inform local authorities who are reviewing delivery of their service or thinking about new ways of involving and and working with communities.
