We believe that library services rightly rest with local councils as a vital part of local cultural and community provision. But we also believe that for the library service to navigate the economic difficulties ahead, deliver a national entitlement to books and information free at the point of use, and become as relevant for modern customers as they were for their ‘members’ of old, there needs to be nationally brokered change. MLA, even with a limited national mandate, has led national initatives; for example the £170m People’s Network on time and to budget; Reference Online, which has delivered £5.6million of efficiency savings for libraries; the integration of all 3000 English public libraries into the UK online centres network, and Inspiring Learning for All, a best practice framework for supporting learning. The MLA developed and managed the Framework for the Future Action Plan. Our restructure in 2009 directed resources to the front line to support improvement, integration and innovation.
